Lithuanian A1 for work: the 2026 rules
Since 1 January 2026, foreigners who sell goods or provide services directly to customers must serve them in Lithuanian. Here is what matters.
Who it covers
- Foreigners who deal with customers directly: shop assistants, waiters, drivers, couriers, hotel and beauty-salon staff and similar jobs.
- The starting level is A1, but only for two years. If your residence permit was first issued by 31 Dec 2025, A2 is required from 1 Jan 2028.
- The only exception: people with temporary protection (war refugees from Ukraine).
Fines
Under Art. 499 of the Code of Administrative Offences (ANK), an employee who does not use Lithuanian at work can be fined €60–140, or €140–300 for a repeat offence. Ignoring State Language Inspectorate instructions (Art. 498): a warning or €90–170, repeat €200–400.
